2013 Pre-Championship Manual highlights

Thank you to the person who sent me a copy. Here are the highlights from the 2013 Pre-Championship Manual.

• Regional rankings published Oct. 24, Oct. 31, Nov. 7.
• Berth allocation: 43 Pool A; 2 Pool B; 19 Pool C.
Liberty League added to Pool A.
• Online selection show: Nov. 11 at 11 a.m. (eastern)
• Regionals: Nov. 15-17 at eight host sites.
• Final tournament: Nov. 21-23 at Hope College (Holland, Mich.)
• All matches between D-III institutions count in the primary selection criteria, beginning this season. Additionally, all teams must play 70 percent of all countable competition in-region. Because of those changes, references to “in-region” or “regional” in the selection criteria are replaced by “Division III” this season. For example, “won-lost percentage against D-III opponents” will replace “won-lost percentage against regional opponents” in the primary selection criteria.
• “Once ranked, always ranked” has been revised in the primary selection criteria to state that results against teams that are ranked “at the time of selection” are considered in the primary criteria. That means that the three public, published rankings are not a sufficient gauge to determine which teams are included in that criterion. Stated another way, the final rankings — not traditionally made public — will govern an important criterion completely.
• The following criterion was moved from secondary to primary: “Won-lost percentage during the last 25 percent of the season.”

Primary Selection Criteria
The primary criteria emphasize Division III competition (all contests leading up to NCAA championships); all criteria listed will be evaluated (not listed in priority order).
●● Won-lost percentage against Division III opponents.
●● Division III head-to-head competition.
●● Results versus common Division III opponents.
●● Results versus ranked Division III teams as established by the rankings at the time of selection.
■■ Conference postseason contests are included.
■■ Contests versus provisional and reclassifying members in their third and fourth years shall count in the primary criteria. Provisional and reclassifying members shall remain ineligible for rankings and selections.
●● Division III strength of schedule.
— Opponents’ Average Winning Percentage (OWP).
— Opponents’ Opponents’ Average Winning Percentage (OOWP).
■■ Strength of schedule will be weighted 2/3 OWP and 1/3 OOWP.
●● Won-lost percentage during the last 25 percent of the season.

Secondary Selection Criteria
If the evaluation of the primary criteria does not result in a decision, the secondary criteria will be reviewed. All the criteria listed will be evaluated (not listed in priority order). The secondary criteria introduce results against opponents from other classifications (i.e., NAIA, NCAA Divisions I and II).

●● Results versus common non-Division III opponents.
Additionally, input is provided by regional advisory committees for consideration by the Division III Women’s Volleyball Committee. Coaches’ polls and/or any other outside polls or rankings are not used as a criterion by the Women’s Volleyball Committee for selection purposes.

As a point of reference, these were the 2012 selection criteria:
Primary

●● Win-loss percentage against regional opponents.
●● Strength of schedule (only contests versus regional competition).
— Opponents’ Average Winning Percentage (OWP).
— Opponents’ Opponents’ Average Winning Percentage (OOWP).
■■ Strength of schedule will be weighted 2/3 OWP and 1/3 OOWP.
●● In-region head-to-head competition.
●● In-region results versus common regional opponents.
●● In-region results versus regionally ranked teams.
■■ Ranked opponents are considered ranked once they appear one time in the sport’s official rankings.
■■ Conference postseason contests are included.
■■ Contests versus provisional and reclassifying members in their third and fourth years shall count in the primary criteria. Provisional and reclassifying members shall remain ineligible for rankings and selections.

Secondary
●● Out-of-region head-to-head competition.
●● Overall Division III win-loss percentage.
●● Results versus common non Division III opponents.
●● Results versus all Division III ranked teams.
●● Overall win-loss percentage.
●● Results versus all common opponents.
●● Overall Division III strength of schedule.
●● Win-loss percentage during the last 25 percent of the season.

I like the move away from the regional model for the purposes of selection. However, if the fourth and final regional rankings go unpublished like they have in the past, I am vehemently opposed to the change in the “results against ranked teams” criterion. It is imperative that the selection process be as transparent as possible. If the fourth rankings are not published, a primary criterion would be decided at the 11th hour and not available to the public. That’s a possible definition of non-transparency.

Now that I have seen the 2013 Manual, the FAQ page has been updated.
